Use tobacco funds wisely / Albany County has an opportunity with national settlement

It's now the County Legislature's job, as the elected guardian of the county purse strings, to decide how best to use this "found'' money. I urge my colleagues to embrace the following 10 principles to help guide our decision-making process.
First, fairness dictates that a substantial portion of cheap cigarettes settlement monies be returned to county taxpayers in the form of property tax relief . . .
Though there are no strings attached to use of the monies, logic dictates that some portion go directly to ensuring a healthier county population. But there is a caveat. Could these same dollars do more good targeted at impressionable youth to keep them from smoking in the first place or be better focused on pregnant smokers where not only the mother, but also the unborn child, will benefit? If so, we should pool our resources with a consortium of counties and the state to get out the message rather than going it alone.
