Montrose smoking cigarettes law draws mixed reviews from business owners

Restaurant owners say a local smoking-control cigarettes law has cost them thousands of dollars in construction expenses and lost business, though many say customers are coming back.
The 2001 ordinance requires restaurants to separate smoking sections from nonsmoking sections and install separate ventilation systems. Smoking sections cannot exceed 50 percent of floor space.
"It devastated our business," said Ron Carr, owner of the Backwoods Inn. "It killed our bar business completely."
Carr has opened a smoking area and some of his previous customers returned. But he said the ordinance cost him "tens and twenties of thousands of dollars" in lost business and remodeling expenses.
Jo-Jo Ping, owner of Jo-Jo's Windmill Restaurant in Montrose, said she lost 75 percent to 80 percent of the customers she had before voters approved the ordinance. She's banned smoking entirely because the building is too small to accommodate smoking and nonsmoking cigarettes sections and an expansion would cost $30,000 to $40,000.
Still, she said business has recovered. "I'm not in danger of going out of business," she said.
