Cigarette selling compliance is excellent in Dover
On Sept. 28, a group of middle and high school students worked with school resource officers to do compliance checks at 22 stores in the city and came back with nothing. In six stores, students tried to buy rolling papers and were also denied, said police Chief William Fenniman. Recently, the City Council passed an ordinance making it a violation to sell rolling papers to minors.
"The good news is that the rates of compliance appear to be abnormally high compared to other cities across the state," Fenniman said.
"It’s clearly having to do with our education programs. What continues to amaze me is that these people are so adamant about not selling tobacco and our numbers show that they will probably sell alcohol. So therefore, we continue with our educational campaign relative to alcohol and tobacco."
